Since the Olympic Pipeline tragedy, the state of Washington has passed the

Washington State Pipeline Safety Act of 2000 and has designated the pipeline

safety program management to the Washington State Office of Pipeline Safety.

Program director, Douglas Kilpatrick, and Senior Pipeline Safety Engineer,

Kim West will describe the current status of the program, give an update on

recent federal and state regulations, give the status of the natural gas

industry equivalent to the liquid pipeline Integrity Management Rule, and

provide an overview of the State's rules for hazardous liquid pipeline

safety.

 

Specifically, the presentation will address:

 

The current status of the WUTC's current safety program program; how many staff members, jurisdictional pipeline companies, and program activities.

An overview of the new federal rules for liquid pipeline companies called "Integrity Management" Who does this apply to, what is the timeframe for compliance, and how we and the federal Office of Pipeline Safety (OPS) will be working to enforce it?

Status of the natural gas industry equivalent to the liquid pipeline Integrity Management Rule.

An overview of the federal pipeline safety rule requiring all pipeline companies to assure that personnel doing operations and maintenance tasks on pipelines are qualified to do those tasks (Operator Qualification).

And finally, an overview of the State's own rules for hazardous liquid pipeline safety, that became effective October 1, 2002.
