King County Department of Natural Resources and Parks is teamed with the US EPA and Fuel Cell Energy, Inc. to design and install a 1 MW Direct Fuel Cell (DFC) power plant at the County’s South Wastewater Treatment Facility in Renton, Washington. The plant will use digester gas, a product of anaerobic digestion, to generate electricity and heat for consumption on-site. The demonstration project (which will operate for two years) was scheduled to go on line in April 2003. Federal funding, estimated at $12.5 M, is being provided to King County through annual cooperative agreements. To date more than $8 M has been received. The total value of the project is $22 M.

Fuel Cell Energy, Inc.’s assessment of wastewater-derived digester gas has determined that highly efficient generation (50% LHV) with negligible emissions (<0.1 ppmv Nox, and, 0.01 Sox) can be achieved with the carbonate-based DFC power plant. The alternative methods of disposing of digester gas, which contains approximately 60% methane, including fueling combustion engines, or flaring, both of which create pollution emissions byproducts of combustion. The high efficiency of carbonate fuel cells yields more electricity and high quality heat per unit of digester gas than conventional power generators while reducing emissions to the limit of detectability.

About the Speaker

Greg Bush graduated with a BA in  Environmental Geography/secondary education from the University of Washington in 1974 and began his career as a Secondary Teacher in the Seattle School District. Greg proceeded to obtain a Masters in City and Regional Planning from California State University in Fresno in 1980. He attended the UW Graduate School of Business programs in Management and Administration and Management of Technology and Innovation.

Greg worked for the US EPA as a Non Point Source Specialist for Stormwater Management. He has been employed by King County/Metro since 1981, with eighteen years of division or section management experience. Greg currently holds the position of Planning and Compliance Manager, King County Wastewater Treatment Division. His capital project management experience concurrent with Division/section management responsibilities includes:

Project manager for biosolids drying facility ($60 M)
Project manager for Applied Wastewater Technology Research Program ($10 M)
Technical Staff Manager for Safeco Field Ballpark development ($350M)
Project manager for Fuel Cell Demonstration ($22 M)

Greg has authored numerous papers on subjects including: public/private partnerships; wetlands mitigation; environmental impact mitigation for capital projects; alternative solids processing; fuel cell development; and distributed energy generation. He developed the Seattle Shoreline Mitigation Program and the King County Environmental Engineering Scholarship Fund at the University of Washington.
