project engineer/manager shall be responsible for the engineering and/or
construction management of all assigned projects.
In fulfilling this responsibility, the project engineer/manager (PE/M)
shall: 1)
Prepare the necessary preliminary engineering, process flow diagrams and
equipment layout drawings required to evaluate proposed projects and to estimate
their cost. 2)
Develop a defined scope to include cost estimates and schedules, cash
flow, general arrangement drawings, motor lists, etc., for the proposed
projects. 3)
Provide detailed engineering drawings for projects approved for
construction. Depending upon the
size and the complexity of the jobs, these drawings may be produced either
in-house or through outside consulting engineers. 4)
Review and approve all engineering designs, specifications, and drawings
prior to issue for construction. 5)
Provide equipment lists and bid specifications. 6)
Review bid proposals, form a technical view point, to recommend equipment
for purchase, prepare purchase requisitions and assign account numbers when
applicable (in many cases, selection shall be subject to review and approval by
operating division personnel). 7)
Prepare bid specifications for contract work. 8)
Review contract bid proposals from a technical and performance point of
view and recommend a contractor to be selected. 9)
Review weekly and monthly project cost reports to ensure that the costs
are charged to the proper account. Update
the “Current Estimated Total” to reflect the project's current projected
cost status. Analyze the "Estimated Cost to Complete" monthly
and report in detail to the Director of Engineering. (Note:
It is the Engineer/Manager’s responsibility to be sure all purchases
are coded correctly. If this is
delegated to someone else, the Engineer/Manager is still responsible.) 10)
Prepare schedule for construction projects.
Issue a detailed schedule to the Director of Engineering monthly.
Assist accounting in forecasting the schedule of project spending. 11)
Oversee projects during construction phase.
The project engineer/manager working with and through the construction
superintendent (when applicable), shall ensure that all construction projects
are completed on time, in accordance with the plans and specifications, and
within budget; that the scope of the job is not changed without prior approval
of management and, above all, that the job is conducted in a safe manner. 12)
Coordinate the efforts of a team selected to design “operator
friendly” safety devices for plant equipment.
This team shall include as a minimum, the Project Engineer/Manager,
Construction Superintendent, Project Safety Supervisor, Plant Manager and/or his
delegates and representatives of the Building Products Human Resources/Safety
Department. 13)
Make visits to the job sites, as required, to ensure that the objectives
of Item 11 are met. 14)
In addition to these project management responsibilities, a project
engineer/manager shall provide engineering assistance to upper management, the
operating plants, and to his fellow engineers as required. 15)
The project Engineer/Manager is responsible for approving all invoices
for payment (no limit). The
Engineer/Manager must approve payments on all major equipment; equipment
progress payment, and all contractor payments.
Daily material purchases can be approved in batch format. 16)
Work with corporate and division environmental personnel to ensure that
all environmental permitting issues are reviewd and addressed properly. 17)
When estimating a project, the Project Engineer/Manager needs to address
tax issues with the Administrative Operations Manager to ensure they are
